Does Mississippi’s ID legislation render ASID and IIDA irrelevant?

Mississippi’s ID title act includes explicit requirements for continuing education and adherence to a code of ethics.
“SECTION 10.(1) The board and IDAC shall set forth and
171 regulate the conduct and professional ethics of those certified
172 under this act.”
In addition the legislation actually questions one’s moral character;
“The applicant must exhibit to the regulatory board and
75 IDAC the applicant’s good standing in the profession and the
76 applicant’s moral character.”
AND WE WONDER WHY THE PUBLIC DOES NOT AGREE THAT WE SHOULD BE LICENSED
In most professional societies this is the job of the professional organization, in our case ASID and/or IIDA. Could the pro-ID regulation people in Mississippi be savvy enough to include such language to dispel the ASID cartel conspiracy myth? Or maybe they just decided to form their own mini-cartel coup.
So if we start ceding this responsibility to Uncle Sam why pay dues to the middle man? Ohhh the tangled webs we weave.
